Banner is implemented by teams comprising functional and technical experts. Functional experts are staff from the university's back offices (Fiscal Services, Human Resources and Payroll, Budget Office, Office of Sponsored Programs), which develop specifications for the new systems based on the business rules of their units. Technical experts are staff from the Information Technology Unit (ITU), who implement the specifications developed by the functional experts. Implementation teams also have oversight committees that monitor progress and resolve problems.
