Geographic Variation and Health Care Cost Growth: Research to Inform a Complex Diagnosis
Dr. Jack Hadley's research is featured in this policy
brief from the Robert Wood Johnson Foundation. The health care reform
debate is underway, and while there is disagreement about the components
and mechanisms of reform, there is general consensus among policymakers
and the American public that reforms must address the rising costs of health
care. As policymakers consider various cost containment measures, it is
important to understand the drivers of health care costs and growth. Read

Dr. Mark Meiners lead the dicussion at The Long-Term
Services and Supports Health Reform Summit on Capitol Hill, Wednesday,
September 23. The Summit brought together Congressional, policy, and LTSS
experts to synthesize Health Reform proposals with LTSS principles, experience,

New Faculty Presentations
Lisa Eckenwiler led a workshop on “Care Labor Migration, Global Justice, and the G20 at this year's Canadian Conference on International Health, which met in Ottawa, Ontario. Other participants in the October 25th event included Professor Ivy Bourgeault, Sociology, University of Ottawa, Professor Ryoa Chung, Philosophy, Universite de Montreal, and Professor Ted Schrecker, Institute for Population Health, University of Ottawa.
She also presented an invited paper, “Care Labor Migrants and Source
Countries: The Transnational Division of Labor and the Erosion of Agency and
Equality,” on a panel entitled "Interrogating Nationalisms".
The panel, sponsored jointly by the Committee on Racial and Ethnic Diversity
and the Committe on the Status of Women, of the Society for Phenomenology and
Existential Philosophy, was in Washington, DC, October 31.

New Research Award
Dr. Tony Yang recently received notification of funding
for his latest research project. The project will analyze the effect of
non-medical exemptions to state school immunization laws on vaccine-targeted
diseases. This research will be funded by the Robert Wood Johnson Foundation.

“Perinatal” Symposium on October 7, 2009
Sponsored by the School of Art, the Sociology and Anthropology Department,
and the Women and Gender Studies Program, the symposium will explore the
current climate surrounding birth in the U.S. and elsewhere in the world.
The symposium aims to create conversations across disciplines and to engage
the public, health care workers, and the academy.

Study Uncovers New Risk Factor for Pregnancy
Research conducted by Dr. Pangoita Kitsantas, Health Administration and Policy, was recently published in the International Journal of Medicine. The study found that women who suffered a previous child death were more likely to suffer an infant death or deliver a premature or low birth-weight infant in subsequent pregnancies. Upcoming Degree
A new Masters degree program in health policy -- Masters of Science
in Health and Medical Policy -- is under development by the
Department of Health Administration and Policy in College of Health and
Human Services and the School of Public Policy. The programs awaits final

Health Policy Fellow for one year beginning in September, 2009. Dr. Yang

Lisa Forman is a Canadian Institutes of Health Research postdoctoral fellow
with the Comparative Program on Health and Society at the Munk Centre for
International Studies, University of Toronto. She is also Associate Director
of the University of Toronto’s Collaborative Doctoral Program in
Global Health. Her research explores the interactions between human rights
and trade rules on medicines, and how the right to health in particular
can mitigate the restrictive impacts of trade rules on access to medicines
in developing countries.

Robert Wood Johnson awards Dr. Webster with Scholarship
Dr. DeWitt Webster received a $1000.00 scholarship to
attend the Robert Wood Johnson Foundation (RWJF) New Connections Research
and Coaching Clinic during the American Public Health Association Meeting
in San Diego in October. New Connections’ goal is to expand
the diversity of perspectives that inform RWJF programming and to introduce
new researchers and scholars to RWJF, while simultaneously helping to meet
Foundation staff needs for data analysis that measure progress towards

New Study Makes Case for Universal Health Care
According to the U.S. Census Bureau, more than 45 million Americans were
uninsured in 2007, making health-care reform a leading issue in the current
presidential campaign. A new study led by Jack Hadley,
professor and senior health services researcher in Mason's Department of
Health Administration and Policy in the College of Health and Human Services,
examines the price tag associated with treating those who lack health insurance. Read

New study funded
Jack Hadley has received funding from the Robert Wood Johnson Foundation to study "High-Cost Medicare Beneficiaries: The Roles of Physician Practice and Health System Factors". The goal of this research is to identify physician practice and market characteristics that contribute to high Medicare costs by analyzing care delivered to high-cost beneficiaries. Since the costliest 25 percent of Medicare beneficiaries account for 85 percent of total spending, even modest improvements in the cost effectiveness of their care would have significant fiscal benefits.

HAP Faculty Dr. Farrokh Alemi co-authored an article
with Kathy Fornilli. The article, "Medicaid Reimbursement for Screening
and Brief Intervention: Amending the Medicaid State Plan and Approving
State Appropriations for the Medicaid State Match" was recently published
in the Journal of Addictions Nursing.

Author Meets Critics
Dr. Lisa Eckenwiler was invited to the annual meeting of the Association for Practical and Professional Ethics for an author meets critics session to discuss her new book The Ethics of Bioethics: Mapping the Moral Landscape published by Johns Hopkins University Press, 2007.
Recent Talk
Dr. Lisa Eckenwiler recently presented at the most recent meeting of the research group Health in an Unequal World, a research project of Global Health Equity. Dr. Eckenwiler spoke on "Caregiving in the Context of Globalization: Toward Transnational Justice and the Elimination of Health Inequities.
Keynote Address
Dr. Lisa Eckenwiler presented the keynote address "Caring About Long Term Care: Ethical Principles for Caregiving," at the National Citizens' Coalition for Nursing Home Reform in October 2007.

Dr. Bill Cartwright completed in February a new working paper, Cost-Benefit Analysis of Drug Treatment, which will be published in 2009.
Book Review
Dr. Lisa Eckenwiler's book, The Ethics of Bioethics: Mapping the Moral Landscape was reviewed in the March 19 issue of the Journal of the American Medical Association. The reviewer said that "No other work has so centrally confronted the issues of ethics in the field of bioethics" and that it "should be at the top of the reading list for everyone currently training in bioethics, involved with clinical and/or research ethics consultation, pursusing an academic career in bioethics, or running institutions employing bioethicists..."
New Publication
An article by Dr. Jack Hadley was published in March 2008 Milbank Quarterly on the relationship between changes in physicians' incomes and practice settings and their care to Medicaid and charity patients. Read the article's abstract.
Upcoming Presentation
Dr. Lisa Eckenwiler will present two papers at the upcoming meeting of the International Network of Feminist Approaches to Bioethics in Rijeka, Croatia, Sept 3-8, 2008. The first paper is "The FAB Voice in Research Ethics: Comments on the Declaration of Helsinki" (plenary session) and the second is "Care for the Caregivers?: Transnational Justice and Undocumented Non-Citizen Care Workers".
Policy Paper
Dr. Mark Meiners published a new policy paper in March 2008 through the Center for Health Care Strategies on long-term care financing as part of the Long-Term Care Insurance partnership Program. Read the policy paper.
Faculty Service
The World Medical Association (WMA) is working to revise the Declaration of Helsinki. The International Network for Feminist Approaches to Bioethics (FAB) has been invited to propose changes to the Declaration, the most widely respected code of international research ethics. Dr. Lisa Eckenwiler is currently serving as chair of the FAB committee responsible for suggesting revisions to the WMA.
