"(EU) Voluntary Exchange and the 'Two Freedoms'"

Otto A. "Toby" Davis was Dean of the Heinz School at Carnegie Mellon University and Chair of the Department of Social and Decision Sciences until his death in 2006. Early work in welfare economics included "Welfare Economics and the Theory of Second Best," "Welfare, Externality, and the Theory of Games," and "Piecemeal Policy" (coauthored with Andrew Whinston). Another collaboration, this time with Melvin Hinich, resulted in a series of papers that became the core of the "spatial model" of politics. Additional work led to the establishment and popularization of yet another field, analytical budgeting and policy analysis. Among his many accomplishments, he was a president of the Public Choice Society and the Association of Public Policy Analysis and Management, and a fellow of the Econometric Society.

Three years ago, the Davis family established a lecture series to honor the legacy of "Toby" Davis. George Mason University was chosen for the inaugural and alternate years hosting because of the long and continuing close ties with GMU's Nobel prizewinner, James M. Buchanan. (Toby was Prof. Buchanan's first official graduate student at the University of Virginia.) This year we are pleased to host the third in the series of lectures with Prof. Michael C. Munger, Director, Philosophy, Politics, and Economics Program at Duke University presenting "(EU)Voluntary Exchange and the 'Two Freedoms.'" A prolific writer, Dr. Munger's book Analyzing Policy: Choices, Conflicts, and Practices is a standard in the field of policy analysis.
