Otto A. "Toby" David Memorial Lecture
"(EU) Voluntary Exchange and the 'Two Freedoms'"
Michael Munger Director, Philosophy, Politics and Economics Program at Duke University
Otto A. "Toby" Davis was Dean
of the Heinz School at Carnegie Mellon University and Chair of the
Department of Social and Decision Sciences until his death in 2006. Early
work in welfare economics included "Welfare Economics and the Theory of
Second Best," "Welfare, Externality, and the Theory of Games," and
"Piecemeal Policy" (coauthored with Andrew Whinston). Another collaboration,
this time with Melvin Hinich, resulted in a series of papers that became the
core of the "spatial model" of politics. Additional work led to the
establishment and popularization of yet another field, analytical budgeting
and policy analysis. Among his many accomplishments, he was a president of
the Public Choice Society and the Association of Public Policy Analysis and
Management, and a fellow of the Econometric Society.
