Douglas Tookey recently completed four years of work in Uzbekistan for the Organization for Security and Cooperation in Europe as the Centre in Tashkent 's Economic and Environmental Officer. Prior to working for the OSCE, he worked with the American Bar Association's Central and Eastern European Law Initiative as an Environmental Law Liaison in Ukraine.

Before the Ukraine, he worked as an environmental attorney for the United Nations Environment Programme in Bangkok, and a Visiting Lecturer and Research Fellow at the Thammasat University Faculty of Law. He has also been an environmental attorney in the law firm McKenna & Cuneo in Washington, D.C. , a Law Clerk to U.S. Court of Appeals Fifth Circuit Judge Emilio Garza, and a Law Clerk to U.S. District Court Judge (District of Colorado) Edward Nottingham. He has a B.A. in English Language & Literature from the University of Chicago, a J.D. from Cornell Law School, and an LL.M. from the National University of Singapore where had a Fulbright Scholarship.
