In the mid-1990s, as it became clear that George Mason University (GMU) needed to strengthen its attention to the impact of economic changes in Asia (and in the global economy), faculty in anthropology, economics, education, law, nursing, public and international affairs, history, religion and philosophy, international commerce, conflict resolution, information technology, business and even mathematics, came together to form a Center for Asia Pacific Economic Cooperation (CAPEC). The center was officially established by the Board of Visitors in fall of 1996, directly under the Office of the Provost, but with close ties to the (now) School of Public Policy.

To encourage cross-disciplinary dialogue at GMU, several major substantive clusters were identified, with liaison faculty to facilitate communication :
