Funding Allocation Project

Introduction

Title VIII of the Public Health Service Act (PHSA) requires the Division of Nursing to develop a funding allocation methodology for its education and practice programs. The three major parts (programs) of the amended Title VIII, are now known as advanced education nurses (Part B) increasing diversity in the nursing workforce (Part C), and basic nurse education and practice (Part D).

The legislation requires the final funding methodology to account for the: (a) intent and goals of the Title VIII grant programs in the three parts B, C, and D (and programs within such parts); (b) the health care needs of the US population, including those of minorities, and of those residing in medically underserved areas and in rural areas; and (c) nursing workforce needs, including its current composition, geographic distribution, and capacity to meet the changing needs of the US health care delivery system over time.

The overall objectives of the legislation are to give the Division of Nursing more discretion than the line item appropriation process does, and to create an advisory process which facilitates agreement about program funding priorities for the Division of Nursing.

The CHPRE has been funded to implement Phase II of the funding allocation methodology project. The overall objective of this phase of the project is to implement the approach recommended in Phase I (see Dr. Len Nicols' paper under background materials). The approach will incorporate a qualitative process informed by analysis of population needs and nursing workforce needs based on expert opinion and evidence-based information. At various points during the process, public comment will be solicited, collected and collated to further inform the expert panel. Funding allocation scenarios will be developed and simulations will then be used to assess the impact of the recommended allocation of funds in Parts B, C, and D. Finally, an assessment plan for adjustment of the allocation methodology will be developed.
