Alfred A. Farrugia has served as a diplomat for 20 years. Apart from serving at the Ministry of Foreign Affairs in Malta, he served as the Deputy Permanent Representative of Malta to the United Nations in New York; as Charge’ d’Affaires a.i. at the Delegation of Malta to the Organization for Security and Cooperation in Europe (OSCE) in Vienna, Austria; and as Deputy Chief of Mission at the Embassy of Malta to the United States in Washington, DC. In New York, he led the negotiations on a UN resolution on island developing countries, and in Vienna he led the negotiations on references to the Mediterranean Dimension in OSCE documents. In Washington, DC, he also served as the Consul General for Malta, and was elected President of the Consular Corps of Washington DC for three consecutive years. He also served on the Board of the US nation-wide Consular Corps College. Before joining the diplomatic service he was a graduate secondary school teacher in Malta.
Farrugia is currently a Ph.D. candidate at ICAR, GMU. He pursued his Master’s degree in Contemporary West European Studies at the University of Sussex in the United Kingdom. At the University of Malta, he read English, Italian and Economics for his first degree, and subsequently pursued a BA honors degree in Public Administration. Farrugia has co-taught introductory courses in Conflict Analysis and Resolution at ICAR, and taught a course in peacemaking, peacebuilding and peacekeeping in the Peace Studies Program at Goucher College, Baltimore. At CRDC he has conducted research, and is at present performing administrative duties. His main focus is to get the diplomatic community acquainted with the Center.
