Building Permits
The Facilities Management department is solely responsible for ensuring all construction work performed on university property meets the requirements of the Virginia Uniform Statewide Building Code (VUSBC). For non-capital projects this responsibility is delegated to the Building Code Services office.

If you are considering any type of alteration that affects the physical environment of your facility you must contact the Customer Service Center prior to commencing work. You will be directed to the appropriate department who can assist you with multiple elements of project development such as efficient use of space, engineering, design, construction documents, and procurement of construction services.

The following examples of work, regardless of funding type or who performs the work, must be initiated through the Customer Service Center:

  • The addition, relocation, alteration, or removal of any door or window, or any portion of a wall or partition.
  • The installation, alteration, or relocation of any electrical, plumbing, HVAC, gas piping, fire sprinkler, fire suppression, or fire alarm system, or any portion thereof.
  • Roof replacement projects.
  • Excavation work, site work, or underground utility work.
  • The installation of specialized equipment, audio/visual systems, and security systems.
  • The installation or use of temporary structures.

After the construction documents, drawings, and/or scope of work for a project have been completed they must be forwarded to the Building Code Services office. The documents will be reviewed by a committee for compliance with applicable building and fire codes. The review committee, composed of planners, engineers, architects, building plans examiners, and a certified building official, will also consider the project's conformance with state and university standards of quality and aesthetics.

With proper documentation the permit committee is committed to processing permits for small projects in less than a week. Larger projects may take up to three weeks. Please note that construction work must not begin until this review has been completed and approval granted. After a building permit is issued inspections will be performed by a certified building inspector who will work with the Regional State Fire Marshal as necessary to ensure the finished project meets the requirements of the VUSBC. The building permit should be displayed at a location visible to the building occupants or general public until the project has been complete.
