    For Doctoral students who complete and submit their dissertation too late for graduation one semester, but before the beginning of the next: for that next semester, is continuous registration (1 credit) required in 999, or may such students stay "active" by registering in the administrative course (ZREG 200) and just paying the $45 fee.
