I. Call to order

Stearns called the meeting to order at 1:30.

II. Approval of March 2002 minutes

Minutes were approved as written.

III. Announcements

A. Finkelstien informed the Council that there will be a panel discussion hosted by Frank Sesno on 2 May about post-Sept 11 war on terrorism and media coverage.

B. Campbell reminded the Council that next month's meeting is the last until August, so if there are any course or program changes, they should get them in to him by 8 May so they can come before the Council at the 22 May meeting.

IV. Old Business

A. ABD PhDs at GMU.
Holisky handed out a proposal for rewording the Catalog section "Requirements Applicable to All Doctoral Degrees".
Item #4 would be changed to read:

4. A minimum of 36 credits have to be taken in degree status (after admission to the degree program) if the credit minimum is 72 and a minimum of 21 credits have to be taken in degree status if the credit minimum is 42.

This wording was approved, with the addition that "and programs may impose more stringent requirements." would be added to the end of the first paragraph.

V. New Business

A. CAS courses for approval

  • New courses: PSYC 615, WMST 699 - approved.
  • Modified courses: PYCH 527, 646 - approved.
  • Modified degree programs: MA in Psychology, concentration in Clinical Psychology, and PhD in Psychology, concentration in Clinical Psychology - approved with modified language (see April 02 posting for approved version).

B. IT&E courses for approval

  • New courses: OR 619/STAT 619, OR 640 - approved.
  • Modified course: TCOM 547 - approved.

C. SPP courses for approval

  • New courses: PUBP 734, 735 - approved.
  • Modified courses: MNPS 700, 702, 703, 704 - withdrawn.
    PUBP 700, 702, 703, 704, 715, 716, 717, 718, 722 - tabled pending more documentation and clarification that students do four credits of work.
  • Modified certificate: Certificate in Knowledge Management - withdrawn.
  • Modified degree program: MA in Public Policy - withdrawn.

D. SCS course for approval

  • New course: CSI 777 - approved

VI. Discussion Items

A. Joint degree programs
Stearns requested an update of all 311 and joint degree programs from all units. Which joint programs currently exist, which are being contemplated, which are in the process of being created and their status, and which have been considered and rejected. Please get that information to him by the end of the first week in May.

B. Admission and new student fee structure, and disposition for graduate programs
Fortino asked for an update on tuition and fee hikes, and how much of that will actually be seen by graduate programs. Stearns answered that tuition is being raised starting with Summer and that tuition will be the same in the Fall. There is a "new" graduate fee of $60, $40 of which goes to the unit. It is "new" because it has been authorized for some time and is in the Catalog, but has never been collected until now.
