I. Call to order

Stearns called the meeting to order at 1:33 p.m.

II. Approval of October 2002 minutes

Minutes were approved as written.

III. Announcements

Peter Stearns announced that he had received a media kit from U.S. World News and would like Kaparah Simmons to send via e-mail for council members to review.

Linda Schwartzstein will be heading the Tuition Task Force, which will deal with issues regarding graduate in-state tuition.

IV. Old Business

Andres Fortino's cover sheet for graduate proposals was approved. Kaparah Simmons will ensure that a link to SCHEV forms be incorporated on the Graduate Council webpage.

Dissertation Registration (998, 999) (Catalogue Change in 998/999) (Approved)

Students working on dissertation research (999) must register for a minimum of 3 credits of 999 per semester (excluding summers), until only three credits of dissertation (as specified on the program of study) remain. Once students have 3 or fewer credits remaining, they may register for 1 credit of 999. Students enrolled in 1 credit of 998 or 999 may be considered full-time as long as their advisors and department chairs certify each semester that they are working full-time on the proposal or dissertation.

VI. Discussion Items

Kaparah Simmons agreed to set up a meeting between himself and the Graduate Council members and their support staff who are responsible for submitting course approval forms and other documentation so that there can be some form of interpersonal communication and effective strategies implemented to streamline paper work in a more organized and detailed fashion for all involved.

Linda Schwartzstein will overlook the course coordination forms for approval from other units, which appeared questionable to some Graduate Council members.

Dee Holisky will submit a proposal to the Johnson Center Policy Board with the Graduate Council's endorsement in favor of promoting a plan for space in the Johnson Center for graduate students. Although this is just the beginning phase of many for a request for graduate space in the Johnson Center, this initial endorsement will be presented to the Policy Board.
