GRADUATE COUNCIL MEETING MINUTES

Graduate Council meetings are held monthly, August through May, in Mason Hall Room D5, from 1:30-3:00. See schedule for exact dates. All meetings are open to the general George Mason University community.

I. Call to order

    Provost Stearns called the meeting to order at 1:30 p.m.

II. Approval of March Minutes

    Minutes of the April, 2004 meeting were approved as written.

III. Announcements

    The Council secretary read for the record the following program/courses that were handled by email vote on April 27:

IV. Discussion Items

    Andrew Flagel, Dean of Admissions spoke to the Grad Council on the international credential evaluation process. Dean Flagel stated that in addition to hiring a qualified person in a part-time wage position, the Admissions Office has also been able to out source the majority of the evaluations to AACRAO (American Association of Collegiate Registrars and Admissions Officers). SPP opted out of the AACRAO process and instead uses WES (World Education Services), which has a higher cost but a faster turn around time. Some Council members expressed concern that delays in the evaluation process will prevent GMU from being as competitive with other schools in general and Virginia schools in particular.

VI. New Business

    A. Provost Stearns informed the Council that he received a letter from a recent graduate student who expressed concern that the black gowns once used by the university have been replaced with green gowns. The student asked the Provost to bring the issue to the Grad Council. Some Council members felt the green gowns were unique. The discussion ended without Council action or recommendation.

    B. Provost Stearns stated that the university will have some additional money to allocate to graduate student support in the 2006 budget year. He asked Council members to work with their dean or director to give the him an indication by the end of June as to what additional financial package would improve the competitiveness of their respective graduate programs, particularly at the Ph.D. level.

        Provost Stearns reminded Council members that he had asked units to provide him with an initial sketch of any major program under consideration, before the proposal is written and submitted for review by the Council. The one to two page statement should include a basic market rational and a resource statement.
