Distinguished Professor of Law & International Trade at George Mason University
(The School of Public Policy). Since Fall 1996.

  • School of Law (1977-1991); the International Institute (1991-1996).

Director, Oxford Trade Program: Global Trade in the Digital Economy (1997- 2001) at St. Peter's College, Oxford University. (Visiting Professor).

  • A graduate and professional program co-sponsored in partnership with St. Peter's College, Oxford University, with study at Oxford, England and Geneva, Switzerland. (Focused on global trade, E-Commerce and financial firms at Oxford, and the global trade institutions in Geneva (WTO, ITU, WIPO, UNCTAD). Corporate Practicum with a dozen U.K., U.S. affiliates, and European firms based in Greater London. (BT, Goldman Sachs, Morgan Stanley, DeutschBank, Credit Suisse.) Program included London Briefings (at Lloyds of London, Canary Wharf, among others. One of the largest and oldest overseas trade programs.

Founder and Director of the International Transactions Graduate Program at the International Institute, George Mason University, Arlington, Virginia, from 1990 to 1995. (Member of the Law Faculty, 1977-1991; Chairman, Promotion & Tenure Committee.)

  • Within five years this new program developed into one of the nation’s largest graduate international affairs programs (focusing on global trade, finance & technology) with over 800 students, 50 professorial lecturers, and over 50 specifically designed courses. A summer study program at Oxford University is given annually in partnership with St. Peter’s College. The M.A. in International Transactions (MAIT) and post-graduate Specialization Certificates were awarded. Raised funds and gained state approval for the degree.

Recent Professional Experience

  • Member, Virginia Governor Tim Kanies’s Trade Delegation to Japan-Virginia (SEUS) meetings, Fall 2008
  • Participated in the Wharton Global Forum (Vietnam 2008).
  • Travel to St. Petersburg & Moscow during the G-8 Conference (2006).
  • Recently participated in the Virginia Governor's Trade Mission to China (2004) (China Photo) (China / Singapore Photo), the Virginia Governor’s Trade Mission to India (2005) (India Photo), Virginia Governor's Trade Mission to India (2007), the Virginia Trade Delegation to Tokyo (2005) (Japan article), and the Virginia Governor’s Trade Mission to India (2007) (photo with Secretary of Commerce & Trade).

Served on a Governor-appointed international trade committee (1995); recently completed eight to ten computer courses on various desktop applications and software for Windows ‘95 (1995-1998). Designed and published various Web sites on global trade and trade law.
