George Mason University Student Bylaws

Article I – IDENTIFICATION

Section I - Name

The Name of this student organization shall be known as the George Mason University Chapter of the Society for Human Resource Management (SHRM).

Section II - National Affiliation

The George Mason University student chapter Society for Human Resource Management, hereinafter referred to as the chapter, shall be affiliated with the Society for Human Resource Management, hereinafter referred to as SHRM.

Article II - PURPOSE

The purpose of the George Mason University Chapter is to acquaint students considering a future in business, with the field of human resource management and /or labor relations. We strive to keep students aware of new developments in the field of human resource management. Our members will strive to adhere to the Code of Ethics of SHRM.

The members of the Campus Chapter administer the Chapter with the help of a member of the faculty acting in an advisory capacity.

Article III – MEMBERSHIP

SECTION I – ELIGIBILITY

Members of this chapter must be enrolled at George Mason University. Students must maintain at least a 2.0 GPA and be in good standing with the university. To achieve our goals, membership in SHRM will not be restricted on the basis of race, color, religion, national origin, disability, sexual orientation, veteran status, sex or age. Application for membership shall be made through the chapter. Annual (academic year) dues shall become payable upon joining the chapter. Students who are members of a chapter and who pay annual (for academic year) dues to ASPA, shall be designated as student member of SHRM.

SECTION II – SELECTION PROCESS

Applications for membership are open at all times during the school year.

ARTICLE IV – OFFICERS

SECTION I - OFFICER DUTIES

The officers of this organization shall be:

President: Oversees administrative functions, runs meetings, liaison to sponsoring chapter, and represents the organization at various functions.

Vice President for Professional Activities: Assists president in overseeing administrative functions, runs meetings in president’s absence, liaison to professionals, makes arrangements for guest speakers, and is a liaison between the SHRM student organization and the Industrial Organizational track.

Vice President for Membership: Recruits and serves as chairperson of a membership committee, which contacts prospective members, develops a recruiting plan prior to each semester. Distributes and gathers applications for membership. Maintains the performance appraisal system utilized by the Chapter. Monitors attendance of members.

Secretary: Responsible for keeping the minutes of the meetings, responsible for chapter records (not related to bookkeeping), responsible for notifying members about upcoming meetings and for updating the SHRM Student Chapter Info Book.

Treasurer: Oversees the organization’s budget, represent organization financially, responsible for overseeing the chapter funds, and responsible for bookkeeping.

SECTION II - REMOVAL OF OFFICERS

Any officer having three un-excused absences from Chapter meetings a semester will be subject to removal from the Board of Directors. Officers may also be subject to removal if a "No Confidence" consensus among the Board members is present. A "Motion to Remove" by a member of the board must initiate the removal. Another officer must then second the motion, and a majority vote will complete the removal. All board members must be present, in person, for removal proceedings to progress. Board members subject to removal procedures will be allowed to defend themselves in front of the Board of Directors before a removal vote is taken. In the event of a tie in the removal vote, the President's vote will act as the deciding vote.

ADVISOR:

The faculty advisor shall be a management leader. The advisor will be updated regarding the monthly status of the organization and will be utilized periodically as a consultant. The primary advisor shall be a member of the faculty or staff at George Mason University

ARTICLE V - ELECTIONS


Elections of officers shall be held within the first two (2) meetings held by the chapter at the beginning of the spring semester. The position will last from April of that spring semester until March of the next spring semester.

Each officer shall be elected on the basis of a plurality of votes cast for that office. In the event of a tie vote, successive balloting shall be conducted until one candidate receives a plurality.

All elected officers shall be expected to hold their office and faithfully to discharge its duties until the end of the academic year. However, in the event that an officer is unable to complete his/her term of office, a new election shall be held to fill that office as soon as is conveniently possible for the chapter.

ARTICLE VI - MEETINGS


Regular meetings of the organization shall be held. The President or other officers may call a special meeting at any time during the year.

Notice of the time and place of each meeting shall be reserved no less than seven (14) days before the meeting.

Five (5) voting members present at any meeting shall constitute a quorum. Such quorum may, by majority vote of the members present, transact any business, which may properly be brought before the meeting, except as otherwise indicated in these Bylaws. A meeting may be adjourned or recessed by majority vote of the members present whether or not a quorum is present.

At all meetings of the members, the President, or if absent, the Vice President, shall preside as Chairperson. In the absence of said officers, the Chairperson shall be elected by a majority of the members present.

Every regular member of the chapter in good standing shall be entitled to one vote on any matter of the chapter's business to be acted upon by vote of the membership.

ARTICLE VIII - FINANCES


SECTION I - DUES


All dues shall be determined per academic year and will be collected from all members of this Chapter. National dues are $35.00 per year, and local dues are $10.00 per year.

SECTION II - FINANCIAL ACCOUNT

All funds belonging to this Chapter shall be deposited and disbursed through a bank account established for this Chapter on campus. All funds must be deposited within twenty-four hours after collection, unless the financial institution will be closed the following day. In the event the financial institute's closing will not allow deposit within forty-eight hours, the Faculty Advisor will be asked to hold funds needing deposit until such time as the Vice President of Finance, or President, can make such a deposit. The Advisor, in conjunction with the President, or Vice President of Finance, of this Chapter must approve and sign each expenditure before payment or any withdrawal of funds from the account may occur.

ARTICLE IX - AMENDMENTS AND REVISIONS

SECTION I - AMENDMENTS

This constitution may be amended at any time by a two-thirds vote of the active membership in person or by mail at any regular or special meeting. The office of Student Activities must review all amendments in the same manner as a completely new constitution.

SECTION II - REVISIONS

This constitution must be reviewed every two years and resubmitted to the Office of Student Activities.

ARTICLE IIX – RATIFICATION


This constitution shall become effective upon approval by a ¾ vote of the membership, the Council of Student Organizations Umbrella Leaders and the Associate Dean of University Life / Director of Student Activities Last Updated October 20, 2004
