Limited Submission Request for Proposals
Review Guidelines for Internal Selection
Limited Submission Review - A "limited submission" request for proposals (RFP) is a type of RFP where the sponsor restricts the number of applications or proposals an institution is allowed to submit. The responsibility of selection for submission is placed on the institution.
Procedure A
This procedure will be used in cases where the Office of Research Development (ORD) is aware of, or notified in advance of, a RFP for abstracts, or pre- or full proposals, that places limits on the number of proposals an institution may submit. This advance notice should be at least several weeks prior to the agency submission deadline.
In such cases, the Office of Research Development will post an announcement requesting review materials by a specific date in prior to the agency deadline. Upon receipt of those materials, an ad hoc peer review committee will determine which PI(s) will be selected to submit proposals. If ORD receives any review materials for a limited submission after the requested date, they will not be considered for selection to submit a proposal unless ORD has received fewer than the number allowed for submission. These proposals will be treated on a first come, first serve basis until the maximum number allowed is reached.
Procedure B
ORD is notified (e.g., by a faculty member or by the Office of Sponsored Programs) of a limited submission RFP that has not previously been announced. If there are at least ten working days until the agency deadline, an announcement will be sent out and Procedure A will apply. If there are fewer than ten working days until the agency deadline, the proposals will be submitted by OSP on a first come, first serve basis. If any proposals come in after the University has reached the maximum number of submissions permitted, those proposals will not be eligible for submission.

ORD sends an email notice to Mason faculty announcing the limited submission RFP and the internal review deadline
Internal Application Requirements
- Project title and a list of investigators
- 3 - 5 page project summary
- Link to each key investigator web page for curriculum vita information, or brief hard copy CV
- Total budget estimate
- Total project cost share estimate, if applicable
- Additional supporting information deemed relevant by investigator (optional)
Limited Competition Candidate Selection
- All limited competition applications received on time will be reviewed for consideration
- An ad hoc review committee will be established for each competition
- Selection(s) will be based on reviewer's comments in accordance with sponsor's review criteria
Selection Notification and Full Proposal Submission
- Selected candidate(s) will be notified by email
- Selected candidate(s) will be required to confirm intention to submit a full proposal within five(5) work days
- If intention to submit is not received, the review committee will recommend a new candidate
- Once confirmation is received, candidates who were not selected but ranked as alternate by the review committee will be notified
- Candidates who are not selected may contact Office of Research Development for assistance in locating other potential funding opportunities
Limited Competition Submission Instructions
Interested investigators should submit their limited submission review materials to Office of Research Development by the end of the day on the internal deadline date specified in the email notice. Applications should include items noted in the requirements section above, unless otherwise stated.
