Jennifer Mascott and Mark J. Rozell were two of four experts who testified Tuesday before the Senate Subcommittee on Federal Courts, Oversight, Agency Action and Federal Rights. Mascott, assistant professor of law and co-executive director of the Center for the Study of the Administrative State at Scalia Law, and Rozell, founding dean, Ruth D. and John T.
